I maintain a Gentoo overlay that contains a dist-kernel ebuild for the Linux-libre kernel, along with some other software to enhance the libre experience on Gentoo. The Linux-libre kernel is not included in the main portage tree, as the Gentoo developers do not feel the need to maintain such a kernel, because for them installing gentoo-kernel without the linux-firmware package is essentially equivalent to running Linux-libre.
